The Chief Commissioner is the Accountable Officer for the effective management and financial governance of the NHS Wales Joint Commissioning Committee (JCC) commissioning budget of circa. £1.3billion. The role holds the overall accountability for performance and effectiveness of the JCC functions to deliver the approved commissioning plans, working with and on behalf of the seven health boards in Wales.

The JCC, established just over six months ago, is a specialised group of around 140 staff with expertise in commissioning health services— ambulance and 111 services; mental health, learning disabilities, vulnerable groups; and a wide range of specialised services.

About the role

The Chief Commissioner has Accountable Officer (AO) status designated by the Director General for Health and Social Services / Chief Executive NHS Wales and is accountable for the propriety and regularity for public finances delegated to them by Welsh Government, the Health Boards and the JCC.

As Chief Commissioner, you will:

  • Lead on the development and implementation of innovative commissioning strategies to deliver high-quality, patient-centred care
  • Work collaboratively with senior NHS leaders, Welsh Government, local authorities, and third-sector partners to ensure seamless service integration.
  • Champion a culture of continuous improvement, equity, and value in healthcare commissioning.
  • Be responsible for driving the delivery of national priorities and ensuring that healthcare services meet the needs of diverse communities across Wales.

Key Responsibilities:

  • Provide visionary leadership to steer commissioning at the national and regional level.
  • Foster strong partnerships with key stakeholders to align goals and deliver outcomes that improve population health.
  • Ensure that services commissioned are efficient, sustainable, and of the highest standard, meeting the needs of the Welsh population.
  • Develop and implement a long-term strategy to address emerging healthcare challenges.
  • Represent NHS Wales in key national forums and ensure the voice of the population is central to commissioning decisions.

About the JCC

The JCC team are a group of around 140 staff who have expertise in commissioning a range of services – ambulance services and 111; mental health, learning disabilities and vulnerable groups; and also specialised services.

We are hosted (and employed by) Cwm Taf Morgannwg University Health Board (CTMUHB)  but are constituted under Ministerial Direction from the seven Health Boards in Wales to  commission services on their behalf.  The JCC is a unique arrangement bringing the 7 statutory Health Boards together to collectively assess health and care needs of the population of Wales and identify and secure specialist, regional or national commissioning of services that would add value.

This is a very exciting time for the JCC having only been established on 1 April 2024. The JCC is transitioning through a period of transformation to fully establish a new operating model with the vision to be ‘The Centre of Excellence for Collaborative Commissioning’ and have recently agreed strategic objectives to support us achieving our vision;
